Homeowner special - toilet rough in question.

So I’m by no means a plumber. Just the average dude with above average technical skills. It’s saved me a ton of money over the years which means I get to enjoy many more completed projects when I would without the “free” labor.

My wife and I had a Ryan home built around 2015. I know the thoughts on them are often quite negative but it’s not relevant here so please just leave that alone if that’s what you have to say. But when we had it built I had them put a three piece bathroom rough in in the basement. I can do basic plumbing and I would like to put the toilet in while I piece by piece work on finishing the rest of the basement. I figure I will need to use a 2” offset flange because they didn’t factor in the finished wall for the toilet location (surprised face). What I find odd is the foam around the drain. I’m including a pic. Do I cut that out where needed so the flange sits flush with the floor? Do I cut it all out, put the flange in, and fill with concrete? Something else that an idiot like me should bother diy’ing? If nothing else a bit of education on what a good profession will suggest vs a half ass’er is appreciated. I have done a ton of googling and I can’t seem to find anything similar.
