Odd metal piece on outside of house. Falls below the upper story floor and lower story ceiling. What is this thing?

What is this thing? Looking at a house that has been unoccupied since 2017. Suspect this has to do with water damage. The inside smells musty and there is visible water damage to the first story floor. The only visible damage to the ceiling is where the washer and dryer would be, no where else.
