UltraBasic Fare refreshments

Hello everyone, this may be an odd question, but does UltraBasic fare receive refreshments last due to being low-fare?

From YYC to Victoria today our flight attendant completely skipped our row and was quite rude when I asked if we were forgotten. Trying to sort out if it's worth being annoyed or if there was a legitimate reason we were left until last.
