Thinking of switching from Hallendale to Empower but increased mL per dose?

I am not understanding Empowers listing on LSH. I’m looking at Tier 2 as I’ve been on Tier 1 of Hallendale. It says “supplied in three 2.5 mL vials at a concentration of 8mg/2mL” 1) this would only be a total quantity of 30 mg not 60 like is listed. 2) I currently only need to inject .4mL to get 4 mg now but on Empower it would be 1 mL? The enticing thing for me is that it comes as 3 vials versus Hallandale 2 vials
