Security Deposit

So I’m moving out now and a few weeks ago my office chair got caught on the “new” vinyl flooring in the room and peeled one of the planks.

My landlord did the move out inspection and he says it’s not normal wear and tear and that he will be keeping our security deposit. I feel like floors should be installed to handles wheels on a chair right? The plank isn’t peeling from the floor either it’s like the actually piece is cutting in half (i.e. the plank base is still attached to the sub floor).
