Has anyone else noticed the Grass starters didn't evolve for a while?

Ash's Snivy, Clemont's Chespin, Ash's Rowlet, and Goh's Grookey all remained in their unevolved stages. In fact, Liko's Floragato was the first main Grass regional starter since Ash's Torterra to evolve. Just something I noticed
