Which Pokémon generation had the best starters? And which generation had the worst starters?

For best, I'd say it's a toss up between gens 1, 3 and 4. I like every single starter in those games in terms of design. And no, I don't count Pikachu. Fuck him.

Honourable mention to gen 2, but I don't like Chikorita.

For worst, gen 8. I don't like the design of any of its starters.

Gen 6 is saved by Froakie and gen 5 is saved by Oshawott.
