who is the best Navigator?

they are both insanely busted honestly for many different aspects, Fuuka can refill your entire team with hp and sp and analyze weaknesses early game, Rise can do the same but just a little bit, and on top of that she can save your team from dying, especially the protag, plus she will be able to fully analyze everything at higher level, but what do you guys think?
