Anyone deal with cones?

So this is the second time I’ve come home to cones being out on the street where I park. This was last night, and some of the cones were still there this morning. I’m presuming these aren’t from the city of Ottawa, but I just wanted to see if anyone else had ever encountered this before? I’m thinking it’s someone trying to save a space to park because they were going to be out late, but can’t say for sure
