Terrible skin issue ruining everything

I’ve got crazy dry and itchy skin all over and I literally cannot do anything to make it better. I can’t shave, use lotion, nothing works. Drs haven’t been any help. It’s even on my face. I’ve never felt more ugly. All I want to do is be able to wear shorts and go swimming for the summer. Looking for advice! I’ve used psoriasis cream, eczema cream, cerave unscented lotion, baby oil. Even the Kim K method where you put lotion on and wrap everything in plastic wrap. PLEASE HELP
