AORUS B650 Elite AX V2 crashes to black screen during Windows install

Been trying to do a new build with a 9800x3d but cannot get Windows to install from a USB. I’ve tried installing on nvme drive, a known working sata drive, 2 different RAM kits (and manually clocked them to 4200mhz just to see if it would stay stable) and replaced the motherboard for an identical one already.

When I’m in the Windows installer environment, the screen will go black and it will reboot automatically. The installer never makes it to an actual reboot step.

Is there anything I’m missing or is this a bad CPU? I can sit in BIOS all day without issue, and it is running the latest BIOS version for this board.
