NYT predicts Durham insurance rates to double in the next 20 years?

There's an opinion piece in the NYT from last week that uses third party data to predict that home insurance rates in Durham county, but not the surrounding counties, will double due to climate effects. Any guess about what makes us different? Are our rates already low for the region? I can't imagine our soil structure, watersheds, or weather differs that much from Orange, Granville, Chatham or Wake county? Weird.
