Please Point Me To Resources to Help out an Elderly Senior

Hi everyone,

In my neighborhood grocery store parking lot, there's an elderly woman that is living out of her car. Her car has broken down and she can't get anywhere. I offered to buy her supplies from the store like toiletries food etc but she said cash would help more. I gave her cash, but obviously one small gesture is not enough to sustain her.

I was talking to her asking if she gets any benefits like food stamps, govt subsidized housing etc. and she said no and that she is afraid to apply because she thinks she will lose her Medical/Medicare, or if one day she gets a job that makes lots of money she will lose her benefits or something. She is unemployed. She is senile, and from talking to her it seemed she has confusion/misunderstandings of how this works. She cannot even get to a welfare office because her car is broken down. She is just there, alone, in the cold, slowly withering away. I do not think she has the mental or technological capacity to help herself. I really want to help her but I don't know what to do. I don't want to call someone in her name and someone shows up and scares her. I'm not even sure what I am looking for since I am not familiar with social services, is there some sort of organization or social service or anything where they can come help her and at least get benefits? If you have been in a similar scenario, what's the best thing someone can do to help out in this case.

We live in the richest area of the richest state in the richest nation. We also pay exorbitant taxes. It's nothing short of a crime against humanity that an old woman lives like this.
