How is shibe still participating?

I just got done with the prison tomodachi game and there is something i dont really get. When tenji got his game over during his first tomodachi game during game three he was not called for other games but during the prison game shibe also got the game ovee but he is still allowed to play.

I thought if you got game over you could not participate in the next games or did i get something wrong?
