Caliphate + Egypt = United Arab League

I have tried several times, from both Egypt side and Caliphate side, to get Egypt to join the Caliphate Federation (which exists, currently has federation members). But every time I do it, it results in a United Arab League (which does not exist until I federate Egypt and Caliphate).

Why is this happening?
