Massive town Ale requirements

Hello hive mind

How do you keep up with the ale requirements in massive (1000+) population towns? I just don’t get it. I harvest over 1000 barley a year (years up to 3000), have 3 taverns, and 4 malt houses. I am constantly low on ale and have to import it massively.

Am I doing something wrong? Is the answer just more lvl 1 houses and less level 3’s?
