Can't do quests :(

Is anyone else having this problem? I can't start the Kindled Inspiration: Fortune's Favor or the Sovereign's Return! Unstoppable Coolness quests! No matter the time or whether I restart the game! I tried googling but nobody else seems to be having this issue
