Jace and Rhaenyra

Okay so I’ve always been more of a TV kind of person but with the break in HOTD I’ve decided to read Fire and Blood.

I’m coming around to the Red Sowing in the book now (aka catching up to the TV show) and is it just me or did Jace start calling the shots in the book around this time? In the show, he was opposed to the dragon seeds getting dragons but the book makes it seem like it was Mushrooms idea and he agreed.

Am I reading it wrong or did they just go a different direction with the show?
