How could R* prevent GTA6 Online from becoming a toxic mess like GTA5 Online?

Talking especially about game mechanics and gameplay design here. There could be things like automatic bounties on griefers that rise with every kill, six star wanted level with the military so that a high wanted level becomes an actual threat even for griefers in aircrafts, no bad sport/insurance costs when destroying combat vehicles, guided missiles only for attack helicopters and fighter/attack jets, lock on jammers for every non combat vehicle, PvP and PvE lobbies etc. Those are just a few thoughts. But what do you think could reduce the potential for toxicity (from which griefing is a big part of according to many people) in GTA6 Online?
