Can I hang rafters from this?

I’m going to build a ground level deck out in front of this balcony. I’d like to put a roof over it - just decking and shingles and leaving the rafters open. Can I hang the rafters off of the doubled 2 x 12 below the balcony here? The span is a little under 10 feet.
