Hiyori in Y2V5

Can someone explain in detail the role of Hiyori in the last question (abt expulsion) of the unanimity exam (Y2V5)? I know that she was voting due to Ryuuen instructions but I don't understand the part with her dialogue and Katsuragi that she may on purpose influenced Katsuragi's decision/thought process?
