Ray Dark adopted Kaiser?

I don't know how legal it is for the police to release Kaiser and give him to Ray Dark after he beat up 4 cops and was accused of jewelry theft (I know he didn't do that last one but anyway Kaiser's "friend" accused him and they were already taking him away when the whole altercation with his father and the cops started) but you can get around that with he using his influence.

But unless the theory that Ray Dark is Kaiser's maternal grandfather, then how could he keep custody of him considering he was still a minor at the time.

Could he have adopted him and then just sent him to the bastard's youth club?
