Is it true that 120fps players have technical advantage over 60 or 90fps players?

One of my squadmates keep arguing out of frustration that this season almost every player is playing on 120fps in which even a fraction second matters and he gets killed most of the time even during 1v1 battle. I along with another squadmate tried to convince him it's nothing like that, FPS difference doesn't makes us die before the opponent player but he keeps crying. Is it a yes or no both depending upon the situation?
