"Fumbled to find registration"

What exactly does this mean? How long do you give to have ppl find this tiny slip of paper? 30 sec, 60 sec? Here is what I keep in my glove box: gloves. Ice scraper. Car manual. Oil change receipts. 10 paper napkins. 1 sm plastic container of kleenex. Extra straws. Small notepad/pen.
How can you NOT fumble to find your registration??
