What do we mean when we say "premiership"?

You see people argue against Port claiming to have 36 premierships because they were won in the SANFL. Shouldn't we then apply the same rule to Victorian teams that won the bulk of their premierships in the VFL?

By that definition Geelong and West Coast have the most premierships at 4.
